There’s engineering, surveying, heavy machinery operations, excavating, tamping equipment operators, pile-drivers, etc. that usually need certifications and/or lengthy training. The unions would never allow them to be trained, do union work and do what the guys that make $45/hr do. The only job these guys could do in construction is lay cones and clean up.
