The Dacians followed on from the Thracians ( the same geographical area) and were eventually defeated by Trajan.

very strange shields, I have never seen anything like this among the Greeks of the 3rd century BC, they are more similar to variants of the Persian shields, and the ogs were worn differently

Yes very unique shields called the boeotian shields.

Those shield skirts look like they don't fit on the shields very well. Do they attach on the bottom edge or higher up?

They fit a little higher up, not on the bottom edge, once they’re painted and glued together they should be fine.
