I have a vinyl deck I was to use a waterproofing membrane on top of the existing deck but not sure which membrane will bind to it perfectly

Funny , I helped a client after our deck was installed, they stated never install railings with top mount posts, The decking compay was pissed at me bur what every , This would be the results lol and yes in BC, canada

It was probably a DIY home owner and they didn't even think about that. That's what happens when people would rather save money then to do something right for someone else.

I come across this shit all the time here in the PNW. Million dollar+ view homes with pooling water against the house and spongy plywood/rotten joists/beams. Seems to very fashionable among idiots with too much money building new homes. Minimal slope when built and metal drip edge flashing that creates a slight hump. Poor homeowners get $12-25K repair quotes to rip the crap out after 15 years.
