It's pretty easy, get yourself some people who speak in English/Your Language on a day to day basis, develop the habit of thinking in that particular language you want to be a master in and then talk. Listen to good podcasts that focus on a more clearer language than just normal casual dialects.

Trust me, I was nowhere near as good as speaking in English 4 months ago. It only had taken me 4 damn months to be a fluent speaker. I of course knew how to write and the proper usage of grammar beforehand but writing/communicating are both different and require different skills. Overall, I'm happy with it. I can speak as clearly as a native speaker would, boldly said.
