Fun fact, literally the only reason superheroes have capes is because in some of the first “superhero” comics, especially Superman, when they would fly the artists needed a medium to show movement so they incorporated capes into the design

Technically he didn't. His initial claim was against damages against his person. Then the people in the train joined the suit, then business owners joined in with claims as well, then hundreds of others filed lawsuits against other superheroes, effectively making the people question if superheroes did more harm than good. People be stupid, so superheroes are illegal and crimes are just largely ignored or go unpunished.
