The Competition Tribunal has heard of the disadvantages of allowing a merger between Vodacom and Maziv.
Last year, the Commission recommended that the proposed move be blocked.
Under the deal, Vodacom is looking to acquire a 30% stake in the newly created Maziv, with an option to increase the stake by 10%.
Smaller internet service providers and other competitors have expressed concerns that the proposed merger will elbow them out of the market.
