I will use stasis warlock for sure at some point. I have done plenty of runs on it in the previous seasons as well

This is Collective Obligation - exotic from Vow of the Disciple raid. You can definitely use Graviton lance, it's a stronger weapon on its own. Collective Obligation allows you to "store" debuffs though (Volatile, Suppress, Weaken) and apply it to all enemies, it's quite nice but I was mainly using it for the sake of using something different.

Do you know if applying weakness to a target from multiple sources stack?

It doesn’t. If it’s the same tier of Weaken then they just overwrite each other as they are applied. And a higher tier weaken (tether or tractor cannon) will always take precedence over a lower tier one (collective obligation, child of the old gods, echo of undermining etc)
