For public safety (prevent accidental fallings, death traps for children) and health (prevent mosquitos and unwanted insect fests) : 1-City officials need to write the owners fines when they ignored or kept repeating the offenses according to ordinances. 2-The owners need to hire these folks if they can not do the cleaning.
