There are situations in which Presidential guards may be casually dressed for security purposes in a network. Have introductions between officials that may have to coordinate in work, so as to avoid such events. We once saw the Libyan President's guards manhandle UG President's guards quite humiliatingly, during the launching of a Kampala mosque.

Let's face it, just about every world leader relies on their PPD (Personal Protective Detail) no matter where they are. But in this situation, if "push" were ever to become "shove", the truth of the matter is that the Kenyan would ultimately defer to the Brit, and that's why they try so hard to avoid diplomatic incidents.
