To a point, he's great at wiping the floor with large number of mooks. But against the big baddie war machine has to take a back seat (uness the power scaling in the MCU is dialed back). I don't think war machine would last too long against another Thanos level threat.

Fact: Visions beam is nowwhere near powerful enough to penetrate WM's armour. The movies do whatever they want with the characters.
