Thank you my Gov. Any contractor nominated by the communities are 'milked' dry by the community leaders. Such contractors cannot perform. The are 'ordering' that it be re-awarded to their 'son' for continuous 'milking'. Be ready to arrest them because they will attempt to sabotage the project. Enemies of their own progress.
