The building is the London City Hall where the Mayor of London and the London Assembly (local government for London as a whole) are based. The Mayor of London is different to the Lord Mayor of London. And there are separate local governments for each borough within London, in addition to the London Assembly.

Beautiful. I lived at Commercial Street (Puma Court) just beside the church at 1:09:05 . I could see the inside of SpitalField's Market from my window. I've come back to Canada now but I always remember London as a beautiful city that lifted the soul. The people were very polite, and always engaging in intelligent conversation.
