This was obviously on a Sunday - usually the streets are quite busy but all the shutters are down as the Ni-Van people are very religious and observe Sunday - it's a shame but the cruise company really should spend Sunday at sea and weekdays in ports so that passengers can actually see something other than small stalls erected to catch those coming across on the tenders. There are many great restaurants and these would have mostly been open - shame you didn't explore a little further.
