How would someone who's interested in making these types of sounds start? Is there a lot of fancy equipment and complicated software involved?

You will find many options as you go down this rabbit hole. Simple and sometimes free starting options exist, including audio manipulation effect apps for your phone and online options where you can upload your recorded audio files to process. Software "samplers" can be used to change the pitch of your recording to be played like notes on a keyboard. You can layer and sequence your audio files using a software "DAW" (digital audio workstation) which provides a visual timeline to arrange your audio clips and then save the combination as a new single audio file. Warning: Addictive!
