What would I do? Simple, give him both options that you stated. Either trust what he’s done & finish the build or do it all yourself with him paying more. Then whichever option he feels comfortable with, pick that one

Well, cpu blocks are usually very easy to take off and put back on. I’d recommend removing the cpu water block, put on an air cooler or aio, and try to see if it posts. GPU waterblock have some passive cooling, and it can take a little to heat up, so you can simply turn off the PSU switch the moment you see an image on screen.

It's rare to see a build with a Ryzen 9, most of the builds I've seen have enthusiast-class CPUs are always Intel i9, hopefully his PC will work well after you guys build it.

Just call him and ask, its easy. If he wants to use his existing blocks, just have him sign a contract saying you only guarantee the work you did and you're not liable if the parts he installed fail and cause damage.

Rebuild to be sure, but im inclined to believe the client did his research. Heatkiller water blocks are top of the line. Aquacomputer hubs are indeed quality and their software is way better than trash like icue or l-connect

I would; consult the customer, and verify which route they’d like to proceed with. If they don’t want it checked. Risk it. If they want it rebuilt, charge them for it & rebuild it.

It’s not at all necessary. Water cooling your GPU is more for aesthetics or if you’re trying to squeeze a large GPU in a small case. GPUs nowadays have huge cooling systems built on them, making water cooling something only enthusiasts usually do.
