These watermark are tensiometer or not?

The Watermark sensor measures soil water potential exactly like a Tensiometer, but it is not a Tensiometer in the classical sense, since the working principle is quite different. Different to a classical water filled Tensiometer is the Watermark sensor maintenance-free and frost proof and has a wider measurement range (0 to 200 kPa). But it is less sensitive in the very wet range (0 to 10 kPa) and reacts a little slower to changes of soil water potential compared to a Tensiometer.
