Maybe instead of combining powers you could just have more spells the more war paint you have. To make this balanced maybe you can only have war paint in your face? Like I’m thinking full face paint braveheart style lol where you can choose to have half your face one spell and half another, or have a single spell for your full face. Ex: half of your face with a blue design and the other half a red design to have access to two medium power spells (one fire / one ice), OR full face red design to have access to just one strong fire spell.
