I think it's because the others all try to hug him, whereas actually here Yangyang is trying to escape him and kind of reluctantly letting himself be hugged. Winwin seems to prefer when he gets to choose his time and way to give affection rather than NCT 127's way of swamping him lol.

why winwin likes yangyang because winwin doesn't like affection that much and being called cute, and yangyang doesn't express his love to winwin the way other nct members do, he express it in a other way he acts like he doesn't like him and act like his un-interested but the end he still like him thats why winwin likes yangyang.

Yeah I think that might be why Winwin is especially close with Jaehyun out of all 127 members. Jaehyun doesn't treat him like a princess, but a bestie XD

there was one video where they were playing a game and yangyang had to hug winwin. winwin playfully had his arms out but you can see yangyang hesitating (probably because he knew that ww isn't fond of skinship) and he hugged when winwin nodded. it's really refreshing seeing someone who respects his boundaries. along with jaehyun, i think yang is a member winwin is really comfortable with.
