Did he have to honor him and praise him publicly for being a foster parent? Did he have to allow him to continue bringing little boys to Penn State to be molested? Why didn't he publicly speak out? He was NOT suppose to investigate anything. That is the work of Child Protection Services and the Polices. PA LAW is very specific that if you are a professional adult working with minors (under 21 years if age) in PA, and are informed of an abuse by your staff or you are told by the minor directly of an alleged abuse, that you must contact the PA Child Protection Agency and the Police and let them do the investigation. It is crime. If a teacher you lose your PA Professional Teaching Certification for life. You may also be fined, jailed or given community service.

Joe wasn’t guilty by association. He was guilty of failing to take any interest in the sexual abuse of children. He dismissed it as somebody else’s problem. He didn’t care.
