My father -- a retired full colonel -- watched this episode with me. At the end of this scene, he said Picard was one of the few fictional officers that acted like one and he could see himself serving with.

@@DaveXYZ369 He thought Hammond seemed like a real commander, but in the one episode of SG-1 he saw O'Neill and Carter didn't impress him. Don S. Davis actually served in the military, unlike most of these actors, so I hold him to a higher standard.

anthony hopkins told a story on the silence of the lambs commentary about a producer who kept spinning in his chair while talking to him. he would spin and turn his back to hopkins over and over. when hopkins felt that enough was enough, he waited for the producer to turn his back to him one more time and left the room.

​@@RegBeta In the first place, I doubt any Breen would even be on a diplomatic room with either Federation or Romulans. The Dominion appealed to their conquering side and in propositions of shared interests in said conquests, which is what drew them to converse with the Female Founder. The Federation and the Romulans would _NEVER_ have proposed those to the Breen. The Federation due to their ethics, the Romulans due to their arrogance and pride. Hell, the Breen are almost *on sight* with both superpowers!

It would have been such a power move if when they were taking him away the last time, after he knew the federation was coming to get him back. if he had put up a fifth light. "THERE ARE FOUR LIGHTS!" "No for the last time, (walks over and points to each counting) 1, 2, 3, 4, 5." The ultimate gaslight, make him wonder, how long have there been 5? Have there always been 5?

This is probably one of the scenes that led Marc Alaimo to be selected to play Gul Dukat on DS9 later. His ability to portray a Cardassian officer who's able to charm and manipulate other people to do what he wants can be seen clearly here. I can see lots of hint of Gul Dukat's personality here.

As I re-watched this episode, I made it a priority to notice how much of Gul Dukat I saw in Alaimo's performance here... and I saw quite a bit. His work here formed a rather solid foundation to build on... Meanwhile, I saw very little of Quark in Armin Shimerman's portrayal of one of the very first Ferengi in "The Last Outpost..."

@@zagnorch1336 It is remarkable how much the Ferengi were improved in DS9. Even with Rom's retconning from the early episodes (especially the pilot), they're just so much more interesting.

@@timmyhkvt they went from comically bad to comically good. Can’t stand all the half-crouched, hand waving, melodramatic portrayal in early TNG, but I did miss that they could be a legitimate threat on some occasions.

Except the war was orchestrated by the Dominion. The Cardassians were on the road to reform. They signed a formal peace treaty with Bajor. Their civilian government overthrew the military. If the Klingons hadn't been tricked into invading Cardassia, they probably would have became much more peaceful.

He probably also knows now, with hindsight, that Picard likely knew but had his hands tied. And with the Dominion being the force they were, it's possible that even his play wasn't the right one.

@@Hedning1390 in my own tales of the dominion war my Admiral comes looking for Ben Maxwell cause he realizes Maxwells experience fighting the cardassians is too important to ignore. He uses his connections to get Captain Maxwell a ship and him assigned to his tactical combat wing.

I would be civil. For the same reason Picard is. Ultimately it is wise to fear war. It is wise to fear that civilians will suffer worse than trained soldiers. Picard is very much against starting wars and he knows that he could be at risk of starting one if he's not careful. This is the skill of not aggravating people with power. There's nothing Picard can seriously do to the Cardassians because of politics. And they know it.

And he’s relied on Picard’s even temper and diplomatic disposition to enable his deceit, and Picard, knowing that, just rips it all away like a veil to show just a glimmer of what will happen if they go too far. Picard doesn’t usually threaten with such venom, that’s what makes it so effective.

It's also a hell of a power move. Turn your back on someone you basically accused of being your enemy aggressor is not something to take lightly in any circumstance. But Picard knows just how much he has over Mucet at that moment.

THIS is Captain Jean-Luc Picard! A calm diplomat when necessary; and a fierce warrior when the situation called for it. This scene is a perfect example of why he is my favorite Captain. Nuance, intelligence...a hand played close to the chest. What was done to him in recent years by careless outsiders is insulting.

BTW I'm half-expecting the 2nd season of Picard to have a scene where Q, playing the part of Lucy from "Peanuts," does the old Pull-The-Football-Away-Before-Charlie-Brown-Can-Kick-It gag on Picard. Ironically, it would be the least cartoonish scene in the entire series...

Agreed. "The Wounded" is my pick for the most underrated episode of TNG, and is definitely one of the best in the series, and in the whole franchise.

I wonder what Stewart's, Alaimo's and Gunton's salaries were for this episode, in total. Whatever it was, it was money well spent. Gunton could have easily done his own spinoff, with his portrayal of his character.

One thing I have never noticed about this scene until now. Toward the end when the music plays, it sounds like part of the Deep Space Nine theme. Great lead in to that series. My only complaint is I always wanted to see more of the back story of the original Federation Cardassian war

I know, poor Keiko never got the respect she deserved but the plot needed o'brien to suffer and the prophets to live so his temporary holiday with an engaged and amorous pah wraith was but short and his family went back onto the writers shelf unused. But better to sacrifice one O'Brien to a malevolent entity than invite her boredom and let millions suffer for it.

The Stare he gives the Gul is a sign of Strength: "I would Smack you, but that would be a waste" And "do not mistake my Diplomacy for Complacency/weakness" Much like his statement to Duras.

"In war, truth is the first causality." Seems it works that way for peace too. It's underappreciated how well this episode pulled off a twist in the last two minutes. Knowing this completely recontextualises the whole episode, and raises the question of how much peace is worth. Picard is willing to sacrifice one of the Federation's great heroes, all to preserve a peace (one that won't last by Deep Space Nine).

Tragedy is, that while Maxwell was wrong, War with Cardassia at this time might have been better for Federation than later, when Cardassia was supported by the Dominion.

The sad thing is it wouldn't have made a difference. The Cardassian Union was fully manipulated by the Founders. The Founders sicked the Klingons on the Cardassians and were all too happy to accept Dukat's negotiations to enter the Dominion when the Cardassian Union was at its weakest.

@@richardched6085 That's where things get wonky. In TOS and TNG, and even the first couple of seasons of DS9 they never stated outright but they acted like the forces of Starships at the disposal of the major powers were much smaller than what we saw later in DS9

Patrick Stewart just so perfectly found the delicate balance between being commanding, stern, respectful and kind all at once, able to flow between these qualities so precisely with a measured tone that is perfectly positioned.

If the captain of the Federation flagship says they will be watching, you can depend on it. He would never have been given such a position if hadn't earned Starfleet's absolute trust. And Starfleet captains are empowered to negotiate treaties. That's a heavy responsibility.

Maxwell was never wrong, he just never really dealt with his pain & trauma…to the point that he ignored the rules of engagement handed down from command and civilian leadership. Picard fully understood this and only brought him in because he respected the rules of engagement and the need for peace at that time. But you can tell Picard respected Maxwell, even in the end.

Picard realised he was right, and tactically, Maxwell won. Even if the Enterprise fired everything she's got, they won't destroy the Phoenix in a single salvo, while the Phoenix will definitely 1-shot that freighter. Without O'Brien, what Picard could have done is concede this to Macet. And ask if he may board the freighter. "Surely that's OK if you have nothing to hide?"

1:56 - THIS question…and the answer Picard gave…was what the entire episode was illustrating; the foil between the duty and loyalty that Picard had for the Federation, and the unending warmongering vengeance that Maxwell continued, believing it to be appropriate and in the service of the Federation, given a genuine threat was developing. The last three minutes flipped the entire episode on its head.

It's one of the best last minute twists put to TV. It immediately raises multiple questions and muddies the whole situation. Maxwell's character is partially redeemed. The truth will never be known, all to preserve a tenuous peace (one that will not last in Deep Space Nine).

@@Pan_Z I mean, I don’t take the DS9 plotline very seriously, as it just turned into overblown space opera…but even assuming I did: how do you connect THIS particular infraction by Maxwell with THAT particular outcome, where the Cardassians suddenly switch sides to the Dominion? And if your answer is that it goes to show that Maxwell was right that the Cardassians couldn’t be trusted, and are a warmongering species bent on conquest, do you really think Picard doesn’t already accept that? THAT wasn’t why he stopped Maxwell, and that wasn’t why he didn’t board the ship. The peace from the treaty, as he said, was “in the interests of both parties”. That isn’t to say it would ALWAYS be in the interests of either party, or that he implicitly trusted the Cardassians to abide by its terms. In fact, (a) you’ll see he keeps the Cardassians at arms length, and (b) in Chain of Command, he literally violated the spirit of the treaty by going on an away mission deep inside Cardassian territory to destroy Cardassian biogenic weapons…and endured torture by the Cardassians. It was simply a matter of what was convenient for the Federation AT THAT TIME. That’s basically how treaties work in real life, not by the mythologies we create around them generations after the fact. Now, consider the logical conclusion if we follow Maxwell’s reasoning and execution: does that mean you don’t stop attacking the Cardassians until you’ve completely subjugated them? Do you imagine they might have something to say or do in response? Do you think the Federation has the firepower to carry out a complete conquest and occupation of the Cardassian Empire? Not defeat, mind you…per Maxwell, that wouldn’t be enough, because that would mean another treaty you can’t trust them with respecting. But a complete conquest and occupation. And the answer should be obvious: even if the Federation had the stomach for that kind of slaughter and conquest, they still wouldn’t have had the resources and manpower necessary. So we’re back at respecting and enforcing the existing treaty with the Cardassians - FOR NOW. Which Picard did admirably, and Maxwell, couldn’t see through his thirst for revenge.

I noticed it, too, and was curious if that was in the original episode. I went back to my DVD copies and there ARE reflections there... but maybe it's a matter of the quality being different and I just can't tell properly, but it looks like they changed the direction of the reflection in the blu-ray version. In the original, they seem to be moving more right to left as if it was being viewed from a different angle (which MIGHT make sense, since the reflection of the chair is of its backside), whereas here they almost seem like direct continuations of the moving stars so they're moving from the part closest to Macet and then towards the window. Can't say which is more accurate for this shot, but frankly the fact that they cared enough to try to put it in at all OR change it to what they felt would have been more accurate is impressive regardless.

@@runetide This is true, but instead of giving Picard a chance to redeem himself by sharing his knowledge of the Borg - I mean after all, in First Contact he was the only person who knew how to destroy that Borg Cube heading for Earth - They order him to stand down. But yes, you are perfectly correct to point out that Maxwell was in full control.

@@ravensthatflywiththenightm7319 They ordered him to stand down, because they didn't want his trauma to make him a risk factor in the battle. Admiral Hayes considered Picard to be, "an unstable element to a critical situation." He was right. Even though it was because of Picard that the cube was destroyed, he was also determined to force his crew to keep fighting the Borg, once they started assimilating the Enterprise. Let me remind you how far the Borg got. They had assimilated everything from Deck 5 downward, leaving only four decks left, including the Bridge. They had adapted to every modulation of the crew's weapons. What did Picard do? Tell his crew to keep fighting, hand to hand if they had to. There was no way for the remaining crewmembers to win, yet Picard refused to acknowledge that it was a losing battle. It took Lily calling him out to force him to realize it was time to stop fighting, and to go with Worf's suggestion to blow up the ship to stop the Borg. Yes, that ended up not being necessary, but there was no way for Picard to know that Data would come through and destroy the Queen.

@@DarkXaven You do have a point there. I mean now that you mention it, Picard did get pretty bloodthirsty in First Contact. First it seemed benign like ordering his crew to kill their own shipmates instead of "Hey maybe we can subdue or avoid them somehow just long enough to bring them back like we did Picard", since that could be excused for pragmatism. But then he lured those Borg drones into the holodeck and that black lady said he was "enjoying" murdering them. And then he orders Worf and other crew to basically fight to the death in a hopeless battle. So yeah, you're right. My memory's really got hazy, my bad.

OK, so I'm a lifelong Trekkie but also a combat veteran... And the line 'we can pity him but will not dismiss him' really does annoy me. Here's why: I am the way I am because I fought your war. I didn't start it. I was just wearing a uniform when you sent the balloon up. I didn't ask to be this way, I did not seek it out. I fought as my training and my conscience required me to fight and there is no such thing as a 'clean' war. Some of us have to bear the burden of doing the 'necessary things' that allow the war to be prosecuted. Victory has a price and I, and every other veteran like me, are part of that price. This does not mean that I am not responsible for my actions nor does it mean that I don't bear some authorship of my problems. I volunteered for service, I chose to wear the suit, and I did so knowing that 'armed forces' meant a significant risk. And I have had to look my family in the face and try to explain myself because of that. But I will not be pitied. I insist, no, **demand** the respect I'm due. I am not some morality play or fable... 'be careful or you'll end up just like him'. I am a consequence of war and if you are uncomfortable around me or you don't like my attitude, then let me suggest that you work harder at keeping the peace. People like me don't pop up out of nowhere. We're **made,** we're created by all those government officials who think they're better than us. So take your pity and shove it up your cloaca. And remember, there are thousands of your citizens who feel the same way I do. It's episodes like this where I depart from Roddenberry's post-scarcity paradise of a Federation.

It does beg the question - when the Dominion War broke out, the Federation kind of let the Maquis into the fold after the Cardassians threw in with the Founders...it begs the question if they let Maxwell out and just gave him the orders: "Go nuts."

There's a reason Picard was considered one of the greatest diplomats Starfleet had, in particular in his dealings with potential or traditional enemies of the Federation. He's dedicated to working towards peaceful cooperation, but he is anything but naïve. And he makes it clear that he is more than willing and able to fight if you leave him no choice.

I like to think section 21 plucked Maxwell out of his cushy federation prison camp. Changed his name, and got him a ship and a motley crew. He then helps to build the marquee. He makes some money and invests in a bar on a space station as a silent partner. He spends his later years playing 4D chess with Morn.

@@szahmad2416 I dunno, I feel this incident provides quite alot of retroactive justification for being prepared. Especially since this ended up happening a second time with the Defiant only a couple of years later. The Federation death toll is 0. The Cardassian death toll is over 600.

Among other things, in the episode Ro Laren, the Cardassians destroyed a Federation colony on Solarion IV along the border and tried to pin it on the Bajorans. So the casualty count is much higher for the Federation. But more to the point, and zooming out for a minute, there is a clearly demarcated demilitarized zone between the two powers, as part of the treaty...for reasons which should be obvious. Introducing certain weapons in that area or military equipment would be a clear act of war - unless the other side arms its own side, there would be absolutely no resistance to an invasion and loss of life. And if the Federation were to arm along the border in response, there would be a massive escalation of tensions, because of which a single small incident would set off a war...the avoiding of which is the whole point of having a treaty. You can't escape that point by showing a casualty counter. The Cardassians would have only themselves to blame for clearly violating the treaty and amassing weapons and personnel on the border in a way that the anyone would find threatening or provocative. Again, this doesn't quite justify Maxwell's actions...at least, without Maxwell providing proof and thereby an irrefutable causus belli (even so, the right action would be to take it up with his superiors, or if they refused to hear him, go public). But it does make Picard's words and actions powerful and morally on the right side.

By the end of this story, Maxwell has been delivered to justice for his actions, but he was still sympathetic, respected, and even implied to be correct in his assumptions. Any modern show would have made Maxwell a cartoonish aging warmonger defeated at every turn by a younger "okay boomer" group of plucky heroes.

In our war with the Communists the West has not always been wise restrained ethical or any of the admiral traits we base inspiring fictional characters on. But much like the enemies in Star Trek....the Chinese are indeed a threat and are better treated as rivals to respect than as allies to trust. Peace is essential to value. Naiveté is not. Our view of our enemy has evolved though. It is particularly good that the caricature of Klingons is something we are moved past. The Cardassians? The Borg? Now those are other matters entirely. Later we see the Ferengi as more than perceptive enough to teach us things about ourselves we didn't know before. But you still would not bet on a Borg Cube being friendly.

I tried ten episodes of yet another streaming show (Ozark) and I'm not singling it out but this 3-minute clip has more layers of meaning, tension and adult themes than 95% television series. Accomplished without the juvenile use of sex and violence as a very lazy "sweetner" to make the shows just appear more adult.

This would be one of those scenes that Q could take Picard back to and say "Maybe you should have inspected that transport, Jean-Luc" as he jumps him along this timeline and shows Picard the "mistakes" he made. Picard would protest, of course...

I would love if in ST PIC Season 2 they revisited all the things Picard could have fixed or not and see how it affects the timeline. All hail the Mintaka III Empire!

That Shakespearean acting paid off so when when the picked Patrick Stewart to play Captain Picard. Not only could he nail his lines, but the delivery. It was a highlight of the week to watch every new episode.
