In GTA there only spawns a small batch of cars. So you can only find the cars that are in that batch. Example if you want to find a Futo you can't find it if it's not in the batch. But if a sultan is in the batch you will find a lot of sultans

Sultan RS is definitely the winner. If it were me I would've turned it into the sultan RS from GTA 4.
