I do think Skillsniper works on your E. I think it counted as periodic so it's 3 seconds instead of 0.5 second

@ ioki in the 2nd game, the skilled sniper looked like it was working, but only reduced the CD to 3 seconds. I looked it up and it does work with DOTs, it just only reduces it to 3 seconds.

It's in the description of Skilled Sniper, sadly. "Hitting an ability..." so Malzahar E hits too close, then does damage afterward. If it said "dealing damage at more than 700 units" or whatever, then it would be OP as hell.
