I think, that after 219 years, a few Pip-Boys will have been 'acquired' by various factions. Either from the corpses of dead Vault Dwellers or from raids/explorations of the various Vaults.

11:08 - The guy with the broken water filter talks about a town called Filly. As Lucy approaches Filly, there's a sign with the name of the town with an arrow under it. Yet the question is asked, "What's this place called then?" 🤦♂

Yesss the Ripper is so iconic in the earlier games, I didn't use it as much in the Bethesda ones
