I think they were aware of him, but the most likely explanation is that they couldn’t see a gun. He was crawling as low as he could get against an inclined metal roof. So they were aware there was some dude crawling around on a roof, and they were watching him closely. Once they actually saw the gun, it was a second before he fired, and then it was over instantaneously.

@@Atom-56 "There's someone on the roof with a rifle." There's four men on roofs with rifles ! That's the thing with communication, others may interpret what you say differently. Also, there are different security agents from different groups in different clothes ( there may even be agents in plain clothes in the crowd ) Each agent won't know each other by sight, and the public won't know who's who either. In this case the observation is correct.
