Netherlands have this too, and billboards, tv's, screens in stores, bus stop signs and electronic traffic signs also do it. In class everything starts making this sounds.

It does not rely on the internet but instead on the cellphone signal as even a phone with no internet connection or sim could get the alerts

The phones dont need a sim card to get the alerts

The phones are preinstalled with an alert app hidden from the launcher

It does as it's not relying on the internet but on the cellphone signal the only way tonnot get them is by turning airplane mode on, even a phone with no sim could get them
