Because the concept suits Japan the most because of China and/or Russia's threat. Japan has a ton of small islands that do not have either a runway or a long enough runway. ideally you want an aircraft that can drop men, supplies, and whatever else needed to those far flung islands on a moment's notice without needing a runway. The Osprey concept fits that because they can fly long distances while not needing a runway to land or takeoff. Shame that they are flawed though, and it doesn't help that they are built and maintained by Boeing

I was previously a flight test engineer, electrical, on the Osprey. It’s had issues in the past but there’s been a huge amount of work put into getting it working good. It also goes without saying that something pushing the envelope there will be issues. When I first got on the program years ago you couldn’t pay me enough to fly on it. Now? I’d give up a kidney to go do a mission.

I think America haven't forgotten that Japan hit them properly during WW2 ,then they learn to respect Japan ,therefore they have to bring Japan closer in case America is attacked then Japan will jump in for cover.

America and japan can do a joint training and just relax as their wish but when north korea doing training or missiles testing america,japan and south korea will says that dangreous and provok them.....funny right?

Japan is one of the most trusted alliy by the US in Asea, japan needs this aircraft badly to transport soldiers , weapons and cargo if war against china escalate.
