Mono red didn't pay the thalia taxes

Mono red cast an instant in response to the Thalia cast (presumably, it's the correct play at any rate) so they didn't have to pay there. Then boros player reminded them to pay the tax the other time. Unless I'm missing something?

Thalia tax missed, mines of Moria should have entered tapped in game 1? This was an odd one.
