ur right! you can dodge-cancel witch twists over and over to force the game to slowmo. i def did that one without thinking tho

I think it's because of the way the skates work, and where they were when the cutscene triggered, the skates kept him moving toward the angelic Barrier, and since they were also going against the wall the camera had limited movement and thus thats why we see Bayonetta at a Different angle
