The West Papua situation is actually much more complicated. Firstly, west papua already have autonomy, in which only west papuan can became governor. The west papuan also split between pro Indonesia and pro independence, where pro indonesian is predominantly around coastal area, and pro independence is around mountainious area. I myself live in Merauke, which is quite isolated to the rest of papua and having much more economical ties with Surabaya than the rest of Papua. This makes Merauke very pro Indonesia compared to the other Papuan city. The papuan independence movement itself quite fractured. ULMWP is the most recognizable internationally, but they have no actual power in west Papua. West Papuan are much more supportive of OPM, which is a separatist militia that still operates to this day, but OPM have become very fractured as of late. There are other separatist movement, but they have become very irrelevant. In short, while ULMWP got the most support internationally, OPM got the most support locally. Furthermore, Indonesia just recently split Papua Province of Indonesia into four province. On one hand, this have become the cry of papuan people since a long time. Papua province is too big to govern with so little population, thus making it hard to developed. In addition many seen Jayapura as very corrupt and also want the Civil servant quota, in which they have to compete with other papuan ethnicity. On the other hand, this is a ploy by Indonesian goverment to weaken the Independence movement. This could be seen in the Papua Tengah Province, where the Central Government pick Nabire instead of Timika even thought Timika is the proposed capital since a long time. I belive this is because the situation in Timika got the worst during 2019 West Papua unrest.

First off there's only 500k people living in papua of which only a few hundreds wanted Independence and even fewer separatists grups, they are on the mountains in middle parts of mountainous region in papua. It would be stupid if some people from several European countries provoked Papua to separate from the Republic of Indonesia. It's very funny that the international consensus has been decided in various stages under the UN, now it wants to be debated again. If a country has been formed for less than 100 years, of course there are still a certain percentage of parties who disagree with forming it into a country, but that percentage can be seen from the total number of existing residents. If it is much smaller, it means they are classified as rebels in that country. And rebels in one country can't fund themselves unless there is financial assistance from other countries as sponsors, and this can be sued internationally. So what happens to every country in the world if there are a handful of people who shout "INDEPENDENT" to break free and separate themselves from a legitimate country, then they have to be served by a referendum by the UN again? If that's the case, more than 200 sovereign countries in the world will be able to become thousands of countries in the near future, then all countries will be shaken politically and the world economic crisis will keep on hitting, and so and so it keeps repeating itself.

In 2001, the province of West Papua was split, the eastern half with the capital still Jayapura, and the western half having its capital as Manokwari.
