Even if she had gained individuality it doesn’t change the fact that none of that would have been possible without the Ultimate skill meaning it is still a function of the skill the same way the Ultimate Skill Michael was able to gain a conscious. Regardless of what you want to call that consciousness it is still apart of the Ultimate Skill Michael the same way Ciel is apart of Raphael.

Well, Michael was not the strongest skill to begin with. All the God series ultimate skills are stronger than Justice King Michael. Well, in terms of normal ultimate skills you could say that Micheal is the strongest but we still have Lucifer and Stanal so it's quite hard to say.
