The talks will be focused on defence and security.
Both the Philippines and Japan are looking to buy more high-tech weapons, as regional tensions rise with China.

Buddy, have you ever even looked at a map or ever read a history book about Asia? Cause if you did you would realize that France, US and UK all claim huge swaths of territories in the South Pacific many times larger than China's claims in the South China Sea. And look at where France, US and UK are located and where their territorial claims are in the South Pacific. Britain and France are European countries literally on the other side of the globe. That is where all of these countries used to conduct their nuclear weapons tests in the 1940s, 50s and 60s. In the case of the French all the way to the 1990s. The only grounds they use to back up and legitimize their legal claims is that they claimed those territories first before anyone else else did even though there are people living there. The British and the French also claim huge territories in the Indian Ocean. In the case of the British they literally kicked out the indigenous peoples of some of these Islands in these regions. The British court even ordered the British government to compensate some of these indigenous peoples Legitimizing your claim by stating that you claimed it first before anyone else is the same grounds China is using in the South China Sea. China's claims to the South China Sea were made by the Republic of China government in behalf of China. They were the government that lost the civil war and fled to Taiwan. The Philippines claims were only made in the 1970s. When China made its claims in the 1940s all of the countries in the region were under the colonial rule of a Western Imperialist country. Indonesia were under the Dutch. Malaysia, and Brunei were under the British, Vietnam were under the French And the Philippines were under the United States. None of these colonial masters countries at the time raised any objections to China's claims

"South China sea/ West Philippine sea" United Nations Convention for the Law of the Sea (UNCLOS) said there is no legal basis for China to claim historic rights to resources within the sea areas falling within the “nine dash line”. (Present day ten dash line) Every coastal state or country in the world can only claim up to 350 nautical miles of territory including the extended continental shelf and the exclusive economic zone (EEZ). It is not allowed to claim more beyond that with respect to United Nations Convention for the Law of the Sea. The historical narrative of China’s claim is false. The Philippines is the first ever country to name the islands in the West Philippine Sea such as the panacot (Scarborough shoal) and the Los Bajos de Paragua (Spratly islands) in the 1734 Murillo Velarde map. There is no older map from any other country showing that Scarborough shoal or the Spratly’s belonging to them. The 1734 Murillo Velarde map has the cartouche of the kingdom of Spain, it is the official map of Spain to the Philippines under the regime of Spain. China’s oldest official maps shows that their southernmost territory is only up to Hainan which tells us that even if China wants to push their historical narrative, history itself is contrary to their narrative. The Chinese territory extended no further south than Hainan. The Chinese 1914, 1924, 1937, and 1947 republic constitution provides that “the republic of China continues to be the territory of the former empire” this quote refers to the Qing dynasty territory which was the largest expansion of Chinese territory and that we know only extends until Hainan. Their own constitution clearly declares where their boundaries can only extend and this fact makes the claiming of the whole of south china sea contrary to their own constitution or in other words unconstitutional. There was no evidence that China historically exercised exclusive control over the waters of south China sea or their resources. The tribunal is unable to identify any evidence that would suggest that China historically regulated or controlled fishing in the south China sea, beyond the limits of the territorial sea. China’s historical claim of the whole of south China sea is so inconsistent and at times contrary to each other that it is not even valid enough for their narrative. Thus, China never had historic rights in the south China sea. The Philippines on the other hand have a strong case to present to the tribunal to the West Philippine Sea issue. The Philippines have factual evidence that they own the Spratly islands and Scarborough shoal, not only historical evidence but also legal rights. Two of the strongest Legal basis of the Philippines is the Washington Treaty between Spain and The United States of America and the Treaty of Peace of Paris. The Treaty of Peace of Paris’ frame of reference is the 1734 Murillo Velarde map because it is the official Philippine territory under the Spanish regime and this is what they have ceded to the Americans under the Treaty of Washington and the Treaty of Paris which includes Scarborough shoal and the Spratly islands. Basically the Murillo Velarde map is still the basis that determines the territory of the Republic of the Philippines. In the 1900 Treaty of Washington, Spain had relinquished to the United States all title and claim of title, which Spain may have had at the time of the conclusion of the Treaty of Peace of Paris, to any and all islands belonging to the Philippine Archipelago, lying outside the lines of the Treaty of Paris. These territories outside the lines, included Scarborough shoal and the Spratly islands. The Philippines have absolute exclusive rights over the West Philippine Sea. The tribunal decision by the UNCLOS is clear that the West Philippine Sea is rightly owned by the Republic of the Philippines and not of China based on the clear evidence that the Philippines represented. China’s actions in the West Philippine Sea is not recognised by the UNCLOS and is therefore illegal under the eyes of international law. China by bullying small nations because of its greed and expansionist agenda is a bad example to the whole world and shouldn’t be tolerated by the United Nations. The law must always be upheld and the violators must always be punished and face the consequence.

Talks about subs are on the way under the modernization program of Armed Forces. The Ph is set buy subs from the winning bidder. HIMARS is making its way to the PH defense network since the Ukraine Invasion PH was how good HIMARS are and has been included in the following annual Balikatan exercise. Frigates from South Korea was been added to the fleet and a few more to the following years. The Admin is looking for another Missile Defense Equipments to buy probably from the U.S. but no words has been released officially. Aerial Assets are still small in number and has limited range due to the fact many of them were retrofitted crafts and investing more on transport craft a motion made during the height of marawi siege. Although Debatable Ph is currently at the divide over a proposed mandatory reservist course for the youth as well another proposal of mandatory military service. Philippines Military is set to re-visit their doctrines with the intent to change it with National Defense in mind.

The US military that you're talking about doesn't exist anymore, it's overstretched with those forever wars around the world, the Chinese have a huge advantage by being close to the conflict area and the, those US bases you're talking about are nothing more than storage bases and outposts, the US doesn't have the ability to fight a near peer opponent, the Philippine military is very limited and its modernization program won't give it any military edge, the modernization program even if fully implemented is small scale..
