Your dough didn't double the size bcz you didn't activated yeast. First activate yeast by mixing it with 2-3 spoons of warm water and then add that activated water in the batter then it will double the size.

ohh i used cold milk direct from the refrigerator

@@maakkun never use cold milk, always warm it.. not too hot , not too cold.. that's why ur donuts didn't come at well, I highly recommend investing in measuring cups or so, and use good recipes to follow and make, ur results will come out 100x better ! Good try though ❤
