I mean Savage wasn't really wasted as the Clone Wars makers really put effort into his character and pointed out how badly someone could fail with the lack of training and effort regardless of their training but honestly it was confirmed multiple times by them that Savage is technically more powerful in the force than maul. He probably never was as smart but pre transformation he also wasn't stupid and the way he cared about Feral which was just selfless, I feel like he could be a great jedi

The only one who really could manipulate midichlorians was Plagueis but he too couldn't randomly give someone midichlorians else why he would've made his own chosen one. Savage just like Maul and Feral as the biological child of Talzin was highly force sensitive and most likely more then maul, he was just not as aggressive and maybe not as cunning as maul, that's why he said he never was like Maul. He wasn't as talented with the saber and the witches had to make him physically stronger and activate his anger but his Midichlorian count regardless was most likely higher then maul. It's probably like Dooku and Mace, mace is technically slightly more powerful in the force but Dooku is the better duelist and more talented probably with the force too even if Mace most likely has a slightly higher midichlorian count and same goes for savage. But I feel like the jedi could definitely make a powerful jedi of him in 20 years, at least a powerful force user and an above average duelist
