Basically he will be able to travel through time, summon any weapon to his hand instantaneously, enhanced hand to hand combat, radiation resistance, enhanced strength, enhanced energy and stamina, hologram and force field protection, 30 day supply of air and food, and able to control any other technology he wants. Deku will still be a hero, but there will be another person who has a time manipulation esk type quirk, that being shigaraki, he won't be so op that he would able to travel back or a head of time, but able to stop time and do anything during the ttime. Deku would be able to counter, but not at the first meeting/battle. Deku's quirk is high intelligence, higher than nezu's. That is how he is able to make the armour and technology.
