All for One would laugh, having lost his quirks. He would be terrified and horrified. His entire self identity is his quirk and legacy. In the scenario you gave, he lost both in an instant to something he is responsible for the creation of. He would have completely broken down.

I can easily imagine this happening if All Might did not save Bakugo and the sludge villain decided to stalk Izuku and killed his mother out of spite. Or maybe if his parents were killed by extremists when he was little to “punish” them for birthing a quirkless child and punish Izuku for being quirkless. Izuku looking to ancient comics for inspiration (which is what inspired the heroes in the chaotic rise of quirks in the first place). Batman likely having long been a big inspiration to him for obvious reasons. He could use money from the criminals to fund his crusade. I mean just look how much money gets captured from gangs and stuff. It’s downright poetic to use their own money to pay for the tools to tear them down. The stronger they are, the stronger Batman becomes. Feeding off of them to destroy them.

One that was quite the slaughter at the final arcs, but then again this is a man who prepares for everything. Also some points I want to say, I can only imagine the UA's shock when they hear all for one is behind bars (probably fill with gas that makes his quirk useless) like izuku will probably be swarm at the gate if he shows up, so he's not going to UA anymore he's on his own, he probably build a base under the school to protect future generations and works solely at night and then he then meets the vigilantes group and I can safely say that they would be great partners. and who knows he may become a UA teacher in the morning all about physical combat or set up his own underground school for the quirkless and making them into a team of heores who do not mess around at all.

There are costumes in MHA designed to work with quirks as well as those with infused quirk DNA. A batsuit taking advantage of such technologies, or even using the quirk-inhibiting material would both fit the setting perfectly and would be incredibly useful. Not just to Batman but also to heroes like Eraserhead.

I'm interested as well but this leads into a few problems. 1. Do we set it up in the world of mha or the world of ninjago 2. If deku is a reincarnation of Lloyd, that doesn't mean he gets his powers 3. Will quirks and elemental powers be on same power levels or will they be different power levels (for example quirks have their own drawbacks like only able to use them in certain conditions, but elemental powers don't have any drawbacks if there's no vengestone) 4. Will any ninjago or mha villains be together or is it just one side of the coin. 5. How are we going to fit ninjago's lore into mha, the story of the greeninja is a complicated one for mha standards, there's the fact that Lloyd's powers are the combination of the original 4 elements so we need to put at least 4 more elemental masters, the golden weapons unlocks Lloyd's power so we need to put them in as well, then there's the temple of light which unlocks Lloyd's full power, and that's not mentioning the possibility of deku being part oni and dragon and we need to put that into the lore as well. Honestly tho deku as the greeninja is kinda overpowered, his powers don't have any drawbacks, he can kill namus in seconds with his oni powers, and golden power is overkill. I think a better way to make this more interesting is to make mha a part of the 16 realms and deku having a unique elemental power, mabye he could be the master of quirks beacuse like how impirium has the elemental master of technology, mha has the master of quirks, mabye he's able to copy other people's quirks for a limited amount of time if he touches them similar to ember, but at his true potential it could be that he could replicate quirks by just seeing it in action. This will be interesting to see how deku would react going from quirkless to having the most powerful thing in their world as he tries to awakened it. It also will avoid any relations with ninjago and it's lore other then the elemental powers
