It's what happens in real life, think about it like this, a momma bird will give the most attention to the one with the biggest chance of survival, since deku doesn't have a quirk his potential is seen as lower than izumi's it's realistic writing so it's good

It’s realistic, if you had a one of a kind sword would you give it to your daughter who mastered using a spear or your son with no talent? Despite that her talent is in a different weapon it is likely she will use it better and maximize its effectiveness, unlike the son you believe to be talentless.
