My answer to the title: "NO.. ABSOLUTELY NOT... I would NEVER play the game if that was the case! My two most hated items is the delicate watch and the potion.. as they both become COMPLETELY useless after low health... They both take up space where a better item COULD be. I either never pick one up, use a recycler on it to get a better item, or recycle it in an item scrapper ASAP... and if the watch gets broken, or the potion gets used.. I end the run right there on the spot and start over... I HATE those two items with a burning passion...
