The thing with Taiwan is that both the People's Republic of China and the Republic of China (Taiwan) claim sovereignty over one another. The tournament allows the best 3rd place teams to advance. Argentina finished 3rd but also made the quarter finals.

3 groups into 8 teams means top two in each group go through and then the two best third place teams. In the game Argentina was one with 4 points and United States was the other with 3 points but beat Colombia for the final spot on goal differential of 1 vs -3 Then once in the quarters they just won their knockouts.
