Its actually 1/3 volt if 3 C goes while transforming 1 J energy, then the electric potential V=W/Q=1/3 volt.

Voltage= joules per coulomb..if 3coulomb with 1 joules means hw it will gives 3volt.. need further explanation sir..

You mean 450 ohm?Then u need the electricity flow too.If its 1 A,then according to V=IR you can calculate.

Sir we need more explanation. Means Why one sec and why it takes one sec? And In Ac current in one second their is current is always varying in one sec. Please help me to understand.

Its like considering a standard form.In most of the cases we consider unit amount.

Also in AC its current that is changing each sec.Voltage is just same.Whenever an electron flow through the entire conductor, it calculates the electricity with resistence.Simply each sec the resistance changes or the electron feels different obstacle while going.That's why there is a difference in current flow each sec in terms of AC.
