What is PPP ?
IT is Point to Point Protocol which works on serial cables. This protocol is used by ISP to provide internet connection on end user.
We use serial cable to provide connection.
IT is L2 protocol which work Routers
Its obsolete now.
What is PPPOE?
Point to Point Protocol over ethernet
It is Protocol used by ISP which work on ethernet cable its just like PPP but difference is that here we use ethernet cable,
it is L2 Protocol which works on routers.
user id & Password provided by ISP to use internet.

Instead of static ip there will be option for pppoe then you can put username and password.

Is your pppoe connection is locked over a specific username password or we can use someone's else username and password with same network?

You can't use different one because it is bind with your router MAC address and your connection.
