Because the Kuki-zo community inhabited across India-Myanmar-Bangladesh. But really it's something to discuss as the Indo-Bangladesh border is also inhabited by the same Bengali community but there is border fencing. So it all boils down to the fact that the Indian government doesn't consider it important as you know very well that India has Pakistan fixation syndrome.

Pseudo Feudal lord system and its land ownership, very strict hierarchy amongst people is also partial reason for the insurgency. very few of these Insurgency units begin as village volunteers, Youth groups kind of a thing (Unique to this region) and try take over the power of the Lords and they counter act. and it is not as straight as i said. lot of the personal wealth and power attached to the activities happen on other side of the border. few amongst them ok if India grab that land and merge it with one of them. but the few and the ambitions it is a way of irritating the powerful and have a stake in central agencies decision making. and also narrative changes with each Panchayat and each sub-tribe. ranging from more general Dimapur, Imphal to Mon and Ukhrul. but for many of them armed groups is way to show their dominance over others. we can fill all the Agniveer quota just with Northeasterners, remote districts haven't seen the fruits of the Wealthy Hinter and willing to fight hard. we need a serious Military or Armed Police camp there in recruitment and training. but the problem is Myanmar gets pissed of thinking we are making move against them as do the Bangladesh. and West will react because losing the power of Missionary mediators over the people.

Burma evicted Tamils, Sikhs, people of Indian origin including the Kukis. Many of those Tamils, Sikhs are currently in Moreh which is under Kuki chieftainship. Many Kukis of Burma just like Tamils were kicked out of Burma to India but they went back later because they have land there and they consider the areas of Burma under Kuki chieftainship as their own. We have to remember that he far majority of Kukis are of Indian origin. Over 2 lakh Kukis are in Manipur, just about 50,000 are in Burma. The porous border is for communities like Kukis, Nagas, Kachins, Mizos, Lais, Mara, Paite, Zomi, etc who are not ethnic Myanmarese, many of these tribes have bigger percentage of population in India than in Myanmar. The Indo-Myanmar border is given by the British without the consent of these tribes, many of them didn't even realise India and Myanmar were a separate country so they moved around, married each other, etc until recently when the borders become hardened, the Indian security forces and Burmese security forces have better control of the region. This affected the life of the tribes living there and this is a consequence of colonial borders. So in order to legitimise this free movement of the tribals living there who are victims of colonialism, in 2018 Modi gave them the Free Movement Regime.

​@@lifetraveller86very different. It's not just Kuki-Zo community that's on either side of the border, it's other communities like the Nagas, Kachins, etc as well. Partition was decided by the Bengalis, they had the option of being in either India or Bangladesh. There was also a basis on which partition was being done. The situation in Indo-Myanmar border is different. The tribes there didn't have the choice. Their countries were divided into 2 by some white guy without the consent of the communities there. Some tribes weren't even aware or they thought they could move around in what they consider is their country as usual. Even after independence the movement between the borders continued as usual, there were many intermarriages between people on either side of the border, some villages were divided in half.
