True, just keeping everything at airports under control

In ptfs some ATC are dumb You don't say "taxi to (insert runway)" and nothing else, you say "Taxi to (runway) Via (insert as many taxiways they have to go through) so the difficulty of ATC depends on how big the airport is

Yep, being ATC could be dumb, but the difficulty varies on airport and amount of aircraft

And besides, the ATC pass might be one of the worst gamepass ever made
