It is actually electrochromic glass or glazing whose light transmission properties are altered when voltage, light, or heat is applied. In general, the glass changes from transparent to translucent and vice versa, changing from letting light pass through to blocking some wavelengths of light and vice versa.

The glasses use tint induced by the voltage. You can compare it to your old school calculator with the black numbers. There are little crystals orientating in one way (clear) or an other way (dark).

I think the extra layer is actually a panel. Maybe a LED panel which turns on and off. The PCB however, I think has a blink programme stored in it. Maybe C or C++ coding language is used. OR The second possibility can be that the layer is electrochromic glass which makes the glass transparent or opaque. But this might not be the case as this type of glass is very difficult to implement in such a small place + it is expensive.

I think one layer is a LCD that is polarized by putting a charge on it and the other layer is a polarized filter.

It's an electrochromic plastic which turns opaque or clear when applied voltage to. A newer technology is electrochromic glass which is used in cars and OnePlus's new concept phone these days.

Here's my *GUESS* on how the reaction glasses work: The material the fog is made of let's it change, via weather or not it has electricity going *through* it. From the electricity going through it, it changes the molecules/distances them out to change opacity.

Just - A - Me I have a little bit more guesses behind the science, as when the electricity is introduced it causes the molecules to line up in an orderly fashion with positive ends up and negative ends down, allowing light to pass through the gaps. Without electricity, they scatter randomly, causing the light to be absorbed which in turns make the foggy appearance.
