I drank 2/3 of a bottle of vodka one night when I was young. Passed out and woke up puking, had to stick my head out of my bedroom my mom though it was food that made me sick

jesus christ that's why you take the first 200 milliliter (Heads) out of the distillation. It's basically nail polish remover and smells similar but there's no need to worry, you'd have to drink a hell of a lot of methanol for you to go blind. I've been distilling whiskey and vodka for 10 year's and if you follow that one rule you'll won't get a hangover also. That's one of the perks about making your own moonshine when you take all the methanol out you don't feel like shit the next day.

40% or below???? Standard U.S regulations state minimum of 40%abv, EU regulation state 37.5% to 96% (96%abv being the strengh it has to be distilled to in order to be classed as vodka)

All vodka all over the world has to be distilled to such a high purity before being mellowed with water to make it drinkable. The U.S. already has near pure grain alcoholfor sale (Everclear) at 95%abv, *one of the the highest degrees one can commercially purify alcohol* before the azeotropic effects of ethanol make it impossible to purify even more by mere distillation. So, anything that high isn't "vodka", it's a rectified spirit at that point.
