Yeah that through me off, because I was killing them where they were spawning at the same time as the lane (broken goal) birds so I thought they were linked my first 3 tests!

I understand how that can be confusing. The timer starts when they are fainted instead of starting upon spawn. Lane birds have a spawn timer of 90 seconds (first spawn 8:50), mid birds have a death timer of 90 seconds (first spawn 8:00)

I have had it happen both ways top lane. I have broken top goal before 7:20 and birds did NOT spawn (a few days ago), but just today I broke top goal before 7:20 and birds DID spawn (in the middle where the 8:50s did). Maybe they fixed this in the most recent patch?? Bottom birds always seem to spawn in the original spot at 7:20 regardless of goals broken or not.

Birds always spawn but the timing and location is different when the goal is broken. If the goal is broken between 8:50-7:20, the 6:15 will be further up in the lane. If the goal is broken after 7:20 the 6:15 will spawn in the middle of the lane. I have never encountered birds not spawning nor heard of it ever happening so I would say you probably were thinking of the 5:50 timer (non-broken goal) but it was actually the 6:15 timer (broken goal).
