Shira lost that fight for three reasons: 1) He purposefully released Lee's sealed chakra points because he wanted to fight Lee at his best. 2) He was literally injured the whole fight and activating the seven heavenly breaths caused his wounds to reopen. 3)..... Plot! Let's be honest, Shira had that W in the bag!
