I think most people know the "X amount limit" means you get as close as possible to the limit, not as far away as possible. You also don't go insanely over the limit. It's a gift exchange, not an excuse to flex money. If you want to get someone special something a little extra, you do it in private and tell them to keep it on the low.

Situations where someone got you something really expensive but you didn't get them something equally of value even though you are would have had you known or situations where you were the only one who stuck to the minimum for financial reasons or something similarly out of your control. It's just basic empathy for the other people involved who may not be as well off as you are. Again, that doesn't mean you can't go the extra mile if you have the ability to do so but keeping it private is basic empathy. Giving an expensive gift privately doesn't have to be public. The point of an expensive gift is to convey your feelings to that person. If you're only doing it so others can see it, that's a pretty scummy thing to do. It's like celebrities who only act charitable when the cameras are rolling or they know they'll receive some kind of public recognition for their "act of kindness".
