Interesting this Sandman redesign came from Marvel’s 1970’s but effectively forgotten since and the original, civilian design became the Sandman attire going forward.

It can even earlier, since this issue was from the 60s, but yeah Marvel very quickly went back to him just hanging out in his street clothes.

My suspicion is that Kirby wanted to give him a cool new costume, and people just got tired of drawing him like that.
