the plateau is not a residential area. it is the administrative district. this is where all the civil service offices are located, including the presidency of the republic, all the ministries, the large private companies, the shopping centers. In short, it is the commercial center and business district. this is the reason why this place is empty on Saturdays and Sundays. you probably made this video on a Sunday. the residential area where the rich live is located in the cocody district called beverly hills.
