Seems like Germany wins….. with PR within 21 months if you have B1 level German skills abd other requirements. Most of the other Nordic countries are around 4 years subject to fulfilling the necessary criteria.
Germany 🇩🇪 :
You must have remained in employment and made contributions to the statutory pension scheme for the entirety of that period. If you have sufficient knowledge of the German language (defined as being educated to level B1), you can receive the permanent residence permit after 21 months.
Norway 🇳🇴 :
In order to apply for a permanent residence permit, you must have held a residence permit in Norway for at least three years and meet certain other requirements. If you have a permanent residence permit, you will be issued a residence card that is valid for two years at a time.
Denmark 🇩🇰 :
In order to qualify for a permanent residence permit, you need to have had regular, full-time employment or been self-employed in Denmark for at least 3 years and 6 months during the 4 years prior to the date the Immigration Service reaches a decision about your application for permanent residence.
Sweden 🇸🇪:
In order to obtain permanent residence the core requirement is to have held a permit for a combined period of 4 years in Sweden (excluding time spent on student permits) during the past 7 years. The assessment of permanent residence will be made in conjunction with the extension application that is submitted.
Finland 🇫🇮:
You can get a permanent residence permit when you have lived in Finland on a continuous residence permit (A permit) for an uninterrupted period of four years. You can get a P_EU residence permit when you have lived in Finland on a continuous residence permit (A permit) for an uninterrupted period of five years.

Germany is also one of the countries that don't allow dual citizenship or at least it can be more difficult than a lot of other countries. That's a deal breaker for me.
